Why did hawaii, cuba, puerto rico, and Philippines follow the policy of american imperialism?

Because they believed that the United States would free them from the Spanish regime and eventually they too would be separate and free states. However, we’ve come to realize today that that is not what happened.

Hawaii had large numbers of American immigrates, who voted to join the USA.
Puerto rico, and Philippines were conquered in a war against Spain. They had no choice.
